[ALAC] Replacement Electors

I do admit to frustration over this - going back to Wolf’s email and beyond.

I don’t think anyone is happy with a situation where one of the candidates can cast a ballot (presumably for themselves) and the other can’t.  We are probably stuck with having the NomCom appointed member appoint a proxy.  So unless BOTH candidates do not vote, then let’s proceed with the appointment (and I’m not sure we would have any way of testing what that person believes is in the best interest of ALAC, etc. - including any prior conversations held).
