[ALAC] Replacement Electors

First off, any solution that removes the ability of the member to freely
choose and associate is inherently flawed.  We want to say the position is
open to all but we place a picket on electors.

Seun gave one perfectly reasonable and rational solution. But we feel
duty-bound to pay lip service to this charade of non-ambition of this class
by asking reasonable people to suspect an elector's belief that his/her
election would serve the best interest of the At-Large, the ALAC or ICANN ,
do we? [Quick question? Who could persuade me to vote for a fella who
wouldn't even vote for himself for a position?]

Here's another solution, from time out of memory; the NomCom-appointed
member appoint his proxy from among the class of electors; the
[NomCom-appointed] member simply select and gift his unfettered proxy to
another elector.

Otherwise, disqualify all electors from being candidates.
