[ALAC] ATLAS II Recommendation 6

Hi Olivier

I'd prefer that for all meetings where there is voting then there should be
a statement at the start of each agenda as a reminder to all about the need
for SOIs to be up to date to ensure no conflict of interest, etc. This
could be read out at each meeting, or taken as read.

This would be mandatory for all ALAC members, RALO Chairs and Vice Chairs
...  and as you suggest, extending it to Working Group Chairs would also be
appropriate.  Members of some working groups for example the BCEC and BMSPC
which are dealing in specialist areas, should also provide SOIs
