As I mentioned in Kobe, in this case the first thing that should be done is for LACRALO to do an internal consultation, because it is the proposed amendment to a constitutive document, the MoU with ICANN and for now the request for this amendment is from a single member, should be consulted within the region, once LACRALO decides jointly, the consultation will be raised to the ICANN Legal Department who will indicate the process that an amendment of this type should follow.
