[lac-discuss-en] [.AMAZON] LACRALO about .AMAZON delegation

Let the record show that Lance, Jacqueline and Dev cannot be successfully
challenged on fact. A statement may not be communicated as a statement from
the LACRALO membership without the membership indicating its support or
not. There is a mechanism and a procedure for that to be determined.
Neither the mechanism nor the procedure was exercised in this case.

 +1 to Dev's further statement.
