A "Civil Society" is any set or subset of people within the physical boundaries of the assumed authority of that set or subset of people, where an unpredictable percentage of people in the group chose to either participate in being tangibly affected by the assumed authority of the group or not be tangibly affected by the assumed authority of the group, and, given Milgram's Law, 65% of any participants who chose to be tangibly affected by the assumed authority will be obedient to the assumed authority, and 35% of the people in the group who chose to be tangibly affected by the assumed authority will not be obedient to the assumed authority.  As stated, there are those people in the group defined as any "Civil Society" who chose not to interact at all with the assumed authority of a group, but whom still exist within the boundaries of the assumed authority,therefore they are part of the group that defines a "Civil Society"
 as well.
