[lac-discuss-en] declaration Brazil Internaut

Now that Internauta Brasil has withdrawn its abstention and will not
provide an alternate proposal to the statement from the ALAC Chair,
The University of the West Indies moves that a formal statement of
support for the Statement from LACRALO is forwarded to the ALAC and
our ALAC representatives be mandated to support the statement in ALAC.
