[ALAC] Final Report of the ALS Mobilization Working Party

I'm happy to do whatever people prefer.

One reason to consider multiple sessions might be to allow the RALO session to focus on ALS and the RALO aspects of accreditation and the ALAC one more on the ALAC processes and the overall impact.

But I will handle it any way people prefer.
