[ALAC] Methodology for selecting NomCom delegates

Hi Tijani

It does seem rather complicated, but I think we should just go through this
voting process and take a vote on what decision making process we are going
to use to decide on our recommendations.

Its long winded but ALAC seems to have lots of those kinds of rules and
regulations.. that's why people pick on us and our processes..

That toss of a coin is looking like a really good option at the moment!!
