[ALAC] Methodology for selecting NomCom delegates

Hi all,

I also support picking one of the voting methods; Lets choose the simplest. It is always better to have a clearly stated process from the beginning rather than spending time later debating and maybe being accused of favoring one position over another.

Hi Tijani

It does seem rather complicated, but I think we should just go through this voting process and take a vote on what decision making process we are going to use to decide on our recommendations.

Its long winded but ALAC seems to have lots of those kinds of rules and regulations.. that's why people pick on us and our processes..

That toss of a coin is looking like a really good option at the moment!!

I find all this complicated and may lead to embarrassing situation.
For the 2 proposed options, the YESs should be double the NOs. What about if we never reach that? Shall we continue voting?

What was done so far is accepting the Regional recommendations except in cases where there is objections (very few happened).
This time, there were 2 particular cases and the ALAC met in Panama to discuss them.
I propose to put for the ALAC vote only these 2 cases and do it with simple majority.

There has been some question of whether the ALAC should endorse one or more of the NomCom delegate recommendations from the RALOS. As decided on the ALAC monthly call on 24 July 2018, there will be a vote to decide on the specific methodology to be used for endorsing the RALO NomCom delegate recommendations.

The two options are:

1. For each regional recommendation, there will be a vote on whether to ratify the recommended candidate. The candidate will be ratified in a supermajority of the ALAC supports the candidate. A supermajority is 2/3, so for a fully seated ALAC, 10 votes of support are needed.

2. For each regional recommendation, there will be a vote on whether to ratify the recommended candidate. The candidate will be ratified in a supermajority of the those voting support the candidate. In accordance with RoP 12.2.1 at least five ALAC Members must cast a non-abstaining vote and the number of votes supporting ratification must be at least double the number of votes against ratification.

Alan
