[ALAC] EPDP Early input

I note that the letter referenced was providing guidance to the GNSO 
Council in drafting the Charter and specifically the scope of the 
EPDP. The SSAC sent the full SAC101 to the EPDP as "early input". It 
omits the parts of SAC101 not relevant to setting scope.
