[ALAC] Board approved Resolutions March 9&10

For those who cannot read through the detailed recommendations from 9
March, here's the list:

I am really surprised that with LAC having lost the Panama meeting to
Europe, ICANN58 was not going to be swapped back to LAC. This means that
there will not be a meeting in LAC until 2018 at the earliest.
