I realise this -- but there's also another component to ask about: if
changes to the Applicant Guidebook rules are refused (for example re:
PABs or enforceable PICDRPs) then should changes to the Applicant
Guidebook be allowed for applicants? Surely much discussion went into
putting those restrictions on 2 character 2nd level domains when the AG
was drafted, wasn't it?
