The issue for PABs is in the opposite direction. PABs, if implemented 
as suggested, would be mandated by ICANN.

The requests in question here are requests from the registry to alter 
the contract, and ICANN has the right to refuse (and has in some 
cases). RSEPS have been a part of registry oversight for a long time.
