León,

mil gracias por hacer del conocimiento de la comunidad este importante
aviso. Nos orienta mucho para entender hasta dónde puede llegar, y a dónde
no, la compatibilidad entre nuestras muy diversas actividades e intereses.

En este caso sin duda el criterio que ha aplicado el Comité de Auditoría
del Board de ISOC tiene un eco relevante para LACRALO, tanto más cuanto que
delinea la propia experiencia de ISOC antigua y reciente. La promoción de
un interés comercial o en el desarrollo de los negocios sí genera una
confrontación estructural con la representación de los usuarios y clientes
de esos negocios.

También es relevante un conjunto de aprendizajes adquiridos por las
sociedades en los países de Latinoamérica y el Caribe en su tozuda y cuesta
arriba lucha contra la corrupción. En particular destaco que en México -
donde la corrupción parece un mal endémico imposible de extirpar -
conflictos de interés del tipo descrito en el párrafo anterior inhabilitan
no sólo a la persona directamente involucrada, sino a sus asociados de
negocios y familiares cercanos (en México en este momento se discuten
reglas que obligan a declarar intereses de familiares hasta el tercer
grado, y relaciones no formalizadas mediante instrumentos legales pero que
puedan producir una limitación consciente o no a la independencia de
acción). Es verdad también que hay casos escandalosos de funcionarios
indiciados por corrupción y liberados de la acusación por las autoridades
pero son, lo dicho, escandalosos.

Tomemos las previsiones necesarias para mantener irrecusable a nuestra
comunidad en este tema.
