Dear all,

as an individual member of EURALO and as someone who has been involved with ICANN for quite some time, I would like to fully and vocally support the nomination of Bastiaan for the NomCom. 

What Sandra said is very much true: NomCom is not for the newcomers or for those who have been around for a couple of years. NomCom selects people for positions that are crucial for the functioning of the organizations. From outreach to various parts of the community to understand how the Board, GNSO, ccNSO function, and being able to actually carry out the interviews and deliberate -- it is absolutely essential that the person is mature and experienced and has a proven track record of devoting significant time to ICANN and actively participating in the community. One needs to understand how community works, what skills are needed for positions, and be able to assess the applicants of quite a senior level. 

Bastiaan's technical and policy experience, his involvement in both ICANN (and his proven track record of active participation) and a broader internet community make him a great candidate that can really represent EURALO and At-Large community "At-Large" on NomCom. So, thanks to Annette for the nomination, this is a great one.

To bring more light into the criteria’s I share with you the number of hours I spent on NomCom from November 2016 when I took seat until June 2018 when our work was finished. You can deduct, let’s say 30 h per year, for my work on the ICANN Academy – but the rest was only NomCom related work. Wolfgang who is currently on the NomCom for NCUC reports a similar number. That might help candidates to understand a bit better how much work load it entails.

Whilst I fully agree to bring in newcomers to the ALAC - the delegation to NomCom is a senior position and needs more than 2-3 ICANN Meeting experiences. 

Therefore I whole heartily support Annette’s proposal to nominate Bastiaan Goslings! He hast two terms of ALAC experience (6 years) and has in addition a big foot in the technical community.

thank you Heidi for clarifying the criteria. 

As Bastiaan decided not to continue as an ALAC member, he might be interested in a new type of work within ICANN. He is familiar with „the ICANN groups to which the NomCom appoints (Board, ALAC, GNSO, ccNSO)“ and did a good job in the ALAC.

I did not have the chance to talk with him yet, but to keep the deadline today I would like to nominate Bastiaan Goslings for the ALAC DELEGATE TO THE NOMCOM.

IMPORTANT: Criteria for NomCom Delegates

The NomCom is responsible for selecting members of the ICANN Board, ALAC, ccNSO and GNSO. This is a very important function and all candidates should meet important criteria.

*       Familiarity with the ICANN groups to which the NomCom appoints (Board, ALAC, GNSO, ccNSO).

*       Ability to judge people (such as when interviewing and hiring).

*       Comfortable and preferably fluent with English (listening, reading, speaking).

*       Good on-line skills such as on Google & Social media

*       Time Commitment - Must be willing to devote substantial time under tight deadlines (March-June). Will involve travel to up to 4 meetings.

*       Ability work in a group environment, standing up for what you believe in a discussion with other "strong" people, but at the same time, must be a good listener and be willing to change your mind if someone else has a good argument. Diplomacy is important.

Also, RALOs may recommend one or more candidates to the ALAC. The appointment if NomCom delegates is carried out by the ALAC. Therefore, RALO recommendations are not binding.

Hi Clement, to my knowledge the ALAC has drafted such a document. Staff could point to that. It was drafted at the time I was on the NomCom, and I was asked for input.

Since 2016 EURALO had only newcomers to the NomCom myself and Erich, but both heavily involved for many years in the At-Large community. 

Beside the names you mentioned there were other nominations on the list.

Is think that we have an interesting point here:

Should we select someone with experience or try with someone new?

If the position at Nomcom requires experience, why not make it mandatory?

By operating this way we will always have the same heads at Euralo and that is really problematic. Apart from Matthias and Anne-Marie, I don't see any young people who have taken the plunge?

Then yes of course, Olivier is Sebastien's son and that could be seen as nepotism but Olivier knows the subject and Seb is just one voice among many others!

This message comes to you today from an old country, France, who has elected a president who's never been elected before, not even in a small municipal election. And France has elected half of its deputies who have no political experience.

And it is quite working

Dear all, please don't misunderstand my intervention here as a personal attract to nominations, but I think we have to clarify that we should only send VERY experienced At-Large Community members, that know the community in and out, have a lot of personal contacts across constituencies and have understood how ICANN functions in depth. In depth means also understand the dynamics that are nowhere written in a guide book and that you don't get from a distance.

On top it is a very time consuming task. Having been on NomCom from 2016-2018 I can truly say so.

The power of ALAC comes via the NomCom because we have 5 seats there (more than any other AC/SO/SG) that decide over the key personnel at ICANN.

Lets use this power wisely!
