[At-Large] Weekly posting summary for at-large at atlarge-lists.icann.org

Dear Carlos,

this question comes recurrently. This is a script which is run
periodically that provides metrics of postings from different people to
the At-Large list. It is useful in two ways:
1. keeps track of postings thus if there was a metric on At-Large
engagement, perhaps also in RALOs, this script would be able to show this.
2. on busy lists, it provides an easy way to find out who is posting the
most. In conflictual situations, some people might be overloading the
mailing list and this type of script has been used elsewhere as evidence
to a single person abusing their posting privileges.
