 Rahul , yes as the company has gone to NCLT courts due to bankruptcy, the  Net4 shutdown has created a huge issue from many domain name holders.  While I do not know what ICANN is doing for it (off course ICANN org must do something),  however if it is dot in domain please contact NIXI ( GM NIXI Shubham Saran shubham at nixi.in) . NIXI is trying to address the issue of the ccTLDs.Regards,

Now customers having domain names registered with them want to transfer them out. Customers are able to transfer authorization code from the admin panel but net 4 India has locked the domains (client transfer prohibited) and there is no option of unlocking. 
Several emails to customer support gone unanswered.
Several customers are facing similar issues.
Curious to know what role ICANN can play in it
