Thanks Tijani for the update on your response, it raises a question though as to how the decision was reached at considering your point that suggests you being part of the ALAC did not see any communication about this decision. Maybe we will wait for more clarification from ALAC on when and where this decision was discussed and reached

On the other hand I do agree with suggestions that we need our own internal procedure to avoid such issues in future.

Reference to AfRALO’s elections and selection of its Nomcom candidate which was sent to ALAC for voting/endorsement sometime ago and for the sake of transparency I am sharing with you the communication I received from Maureen Hilyard, ALAC chair ( below email ) which indicates that ALAC is rejecting AFRALO Nomcom Candidate and has proposed appointing an alternative candidate.

Before ALAC has raised this issue, Abdulkarim has indicated to me his willingness to withdraw.

The bylaws indicate that ALAC select the candidate with consultation with the RALO, I requested that AfRALO to be given more time to consult and provide a response, but my request was declined due time constraint reason.

The issue is not the proposed new candidate but the process itsef, AfRALO could have proposed alternate name(s) or provided feedback which is a consultation instead of ALAC deciding on behalf of the RALO.

This is not the first time that ALAC rejects a regional elected candidate, it happend before,  though the bylaws gives ALAC this right this process needs to be fixed and clearly defined to avoid any disputes or negative outcomes due to the different expectations specially when the RALO members vote.

I hope this process to be reviewed to avoid any unnecessary negative outcomes, maybe the next AfRALO Leadership/ALAC officers can work on this internal process.

I wish we had the luxury of more time. Since the election, the AFRALO nomination has been the focus of many discussions among the ALAC and ALT+. This has resulted in the second nomination being forthcoming.

The main concerns were:
a) Lack of experience and knowledge of the requirements and expectations of Leadership of At-Large and the wider ICANN community;
b) Lack of adherence to ICANN's Code of conduct and of some core values of At-Large;
c) Lack of identification as a member of At-Large as noted in a public comment he made during the DoH/DoT session in Marrakech where he introduced himself as "representing NCUC" with no mention of At-Large

The ALAC Rules of Procedure state:
18.5 ALAC Representatives to the ICANN Nominating Committee, one from each ICANN region, will be selected by the ALAC in consultation with the RALOs.

This will not be the first time that the ALAC has rejected a recommendation by a RALO and made their own selection.

The announcement notifying the ALAC about the vote will go out tomorrow.

AfRALO Nomcom election result was announced since some time I would expect ALAC to raise any issues earlier when the election results were announced, not very late in the process beside also not indicating the reasons of such position.

Although Hadia is a good candidate, we can’t accept an appointment by ALAC without giving the RALO a chance to propose another candidate, we need to follow AfRALO process in our selection, 80% of AfRALO members have participated the recent elections and selected their appointees.

I will update and consult with the RALO leadership team about your request and update you with our position, expect to get another name in the coming 2 weeks as maximum.

After discussing the NomCom candidate proposed by AFRALO with several of my ALAC members, I regret to inform you that although there will be a formal ALAC vote during the next couple of days on his nomination, informally there was little support for the nomination of Abdulkarim for this position.

I raised this with Tijani when we were in Marrakesh, and asked that the AFRALO leadership team look into another candidate who might be more acceptable.

Because the ALAC is also entitled to propose someone if no other contender is brought to our attention, another recommendation has been made whom I know would get absolute support from the ALAC.  Hadia Elminiawi has accepted to take on this role. At the same time she will continue with her EPDP activities, as well as support other CPWG and outreach and engagement activities.

I hope that this recommendation meets with your approval. I know that Hadia would be a great representative from AFRALO as she has been during her term on the ALAC.
