Dear Olivier:
As you know, I placed the NORC findings on the WHOIS WG list with a comment
and solicited comments.  We received 2; Patrick van der Walle and Michele
Neylon.

Michele responded to my post, asserting that ICANN consultants always have
issues identifying domain usage. For example, he mentions they sometimes
miss/mangle those used purely for email.

Patrick commented on the fraction of users identified as 'natural persons'
- 33% -  to dispute comments that the privacy questions affects a
relatively small set of users of the internet. He also questioned the
methodology used, which he asserts undermine the findings.

I cannot see any new and additionally useful intervention from the ALAC
here.  But if Sala wishes to write a statement I would put it to the wiki
and solicit further comments.
