Yes, all GNSO working group require that every member submit as SOI. It used to be worse, we needed a different on for each Wg. Now there is a alphabetical list of everyone. I would actually like to see a table there that not only points to everyones SoI, but which also lists the active groups they are a member of, since there is value in having a picture of all of a person's WG participation.
As with everything else in the field the acronym/term SoI - Statement of Interest, or Interests - is overloaded.
a. these are my interests that may have some bearing on what I may say or do and thus should be made public. And the purpose here is indeed not only to alert people to possible CoI but also to give people a clue as to background to comments you might make. E.g. I include my membership in ALSes in my GNSO SoI. It is not like that is a cause for proper CoI, especially defined as a financial advantage to be gained, but it does give a clue to where I might be coming from when I advocate certain things.
b. i am interested in applying for this position and here is all kinds of info about me, including the reason why I am interested in this vaunted position.
