in regards to N-CAP., our web address is www.nu.e-association.ca.  I am a little surprised about Eric's statement that "together with the statement "As an ALS, N-CAP is under an obligation to keep its member community informed on various ICANN issues."  No other information on ICANN issues is present on the public site and the "News Items" link leads to a blank page."  As a matter of fact there are several useful links posted that point to ICANN issues and "primers" to make people aware of the basics of ICANN issues.  I have no idea why Eric would misrepresent us in such a light.  Anybody who checks our website can see this.  He is, however, correct in stating that "News Items" leads to a blank page as this is still under construction.

As for the overlap between Telecommunities Canada and N-CAP, we only share one officer/director in common and that is myself - a fact that I have made transparently clear on numerous occasions and is not disallowed under the NARALO by-laws.  Eric's comments state, "Note overlap of officers with N-CAP, supra."  The use of the word "officers" means that there are more than one with is blatantly untrue.

NARALO is presently in the process of decertifying ACNA but is performing due diligence on this so to not decertify unjustly.  This has been discussed on our monthly telephone conferences but I do realize that Eric has absented himself from the list until this election so he may not realize this.

So, having found such inconsistencies that I know about in the information below, I shudder to think what others there may be.

To follow-up my earlier note in which I published what I could
discover from the published public records of three ALSes I'm sharing
a more complete attempt at discovery. I examine the application made,
which of course is historic, and attempt to locate the current
membership, the means for its members to direct the ALS, through the
published governance and decision-making processes, and engage in
informed participation in ICANN.

I suggest that where there are errors in the method, or in the
information discovered, that the interested ALS, or others, provide
correction.

In presentation order:

America at Large

In its 25 May 2004 application it named a number of individuals in
leadership positions, an anticipated chapter organization without
current members. The legal form of the organization is stated as a
non-profit corporation.

The website http://AmericaAtLarge.org redirects to
http://www.linkedin.com/groups/America-Large-America-Large-4163664

The members and governance process do not appear on the public portion
of this website. What information there is appears to confirm that
there may be as many as 12 persons in this linked in group, two of
whom joined March 4th and 11, the others joining prior to 17 January,
2012, and six (6) instances of communication in the past 12 months,
all of which appear to be third-party originating texts, few of which
refer to ICANN directly, with no recorded response from the other
eleven (11) LinkedIn Group members.


Association for Community Networking (AFCN)

In its 19 January 2007 application it named a number of individuals in
leadership positions, in an advisory council, and a voting membership
of almost 150, and excerpts from its corporate by-laws.

The website afcn.org is a drupal lacking any content, hence the
members and governance process do not appear on the public portion of
this website.

It is entirely possible that this is a transient condition.

Canadian Association for Open Source (CLUE)

Coalition Against Unsolicited Commercial E-mail (CAUCE North America)

The members do appear on the public portion of this website. A board
of directors and three supporting members are identified, as is the
governance process. There are, through a twitter feed, informative
references to ICANN. I was unable in scan of the past twelve (12)
months of tweets and retweets of third-party tweets, to find one
referencing ALAC or NARALO.

Full disclosure: I have personally met with several persons associated
with CAUSE including current and past members of the board of
directors, through a variety of venues, ICANN being one.

Communautique

The members and governance process appear on the public website.
While no ICANN, ALAC or NARALO references are evident, there are
references to the internet and society.

Foundation for Building Sustainable Communities (FBSC)

The members do not appear on the public portion of this website, nor
does a governance process. There are, through news posts, informative
references to ICANN, though none to ALAC or NARALO.


Greater Toronto Area Linux User Group (GTALug)

The members and governance process appear on the public website.

This group actually holds meetings, has an accessible mailing list
archive, and has content relevant to ICANN, ALAC and NARALO specific
policy issues.


ISOC Colorado

The members and governance process do not appear on the public
website, a membership may be inferred from a linked in group.

This group actually holds meetings, and has content relevant to ICANN,
ALAC and NARALO specific policy issues.

The directors and bylaws appear on the public website, membership does
not. The archive of the general discussion mailing list, to which

The public website is "new". The members and governance process do not
appear on the public website. There is very little content at present
(fewer than 20 joomla nodes).

negative response to Question 7, "Is the organization constituted so
that participation by individual Internet users who are citizens or
residents of countries with the Geographic Region in which your
organization is based will predominate in your organization's operation?"

on the public website. The listed members are WNUSP, an IGF
"Dynamic Coalition on Accessibility and Disability", in which "people
who" is listed as a member, an ITU "Dynamic Coalition on Accessibility
and Disability", in which "people who" is listed as a member, and
Ratify Now, in which "people who" is listed as a member.

Privaterra

The WHOIS data is obscured, the NS records are to DomainDirect
(registrant TuCows), and the published A record is to 72.14.207.121, a
Google address. No service is offered on port 80. There is no publicly
accessible director, by-laws or member data at present.

San Francisco Bay ISOC

The directors, by-laws and records of governance process appear on the
public website. The members do not, though are inferred from ISOC
membership and Chapter selection.

website. The members do not. No reference to ICANN, ALAC or NARALO
more recent than 2009 appears on the public website. Note overlap of

Alberta Community Network Association

The directors and members do not appear on the public website. The
governance process is an employees manual. One deep link (in
marketing) refers to a date after 2005.

The Intellectual Property & Technology Section of the Hawaii State Bar
Association

The domain in the application for ALS status, hiip.org is currently
assocaited with the HIIP Program at the Mt. Vernon Hospital, NY. No
publicly accessible director, by-laws or member data is present.

That's all the ALSs listed in their presentation order. I've spent
less time from the mid-point to the end on the type 1 and type 3 cases
of a tirage -- those that are obviously "alive" and those that are
obviously "dead".
