[NA-Discuss] DRAFT statement on .pr

While I share the concern over what is happening to the .pr domain
specifically, what disturbs me rather more is what is revealed in the
third-last paragraph of the statement.

The report referenced by this paragraph suggests strongly that there is
a gap in the process that needs to be examined and addressed.
