Harold,

"express their opinions acting in good faith, respect and tolerance among all stakeholders of this participation ecosystem, without affecting the behavioral expectations that we share in Icann."

Exactly what I did. An election is being conducted while the proponents of the motion and the voters are still discussing it. The only thing we can do is to postulate the presence of this irregularity.I am surprised that you are protesting the appearance of your name in a correspondence that is respectfully addressed to you in response to a message from you, and that you assume part of what has been expressed. Sorry for the inconvenience that may have caused you.

With due respect,

Alejandro Pisanty

Hello Alejandro

If you wish to make any request related to the Regional Consultation, please let me know in order to proceed with the due diligences.

Regarding your comment about the supposed convenience of the delay of the current vote, I do not see how that delay could be convenient for me or any member of our region. For which I ask you to feel free to express your speculations without using my name in the middle for it.
In this list of regional work all members of the ALSs have the possibility to express their opinions acting in good faith, respect and tolerance among all interested parties of this participation ecosystem, without affecting the behavioral expectations that we share in Icann.

I am at your service for any additional support.
regards

Harold,

what is appropriate is to postpone the vote at least until those who think about voting consider that information about the options has been clarified. For you, in addition, it is convenient to do it so that it is less obvious that two blocks have agreed and the individual votes of the organizations that do not belong to them are idle.

Alejandro Pisanty

Dear Sergio, there are people who are asking me for clarifications and I can not give them.
The fact of not knowing about the background of these options is causing inconvenience.
Also, the credentials to vote have not been issued, so there are those who are waiting to vote.
And I understand that you vote by answering the mail, although it is not clear.

Dear all,

The following question has been asked to the LACRALO ALS electorate:

It is necessary to carry out the election of the new leaders. As discussed in LACRALO, there is a dichotomy between current (new) operating principles and the current Rules of Procedure. To solve this problem, two options have been proposed. The first option means choosing the 5 positions described in the new operating principles (president, vice president, secretary, deputy secretary and member of ALAC) and proposing the NOMCOM member in accordance with the current Rules of Procedure. Choosing this option assumes that the new Rules of Procedure will be approved before October 31, 2019 so that the new Leadership can begin at ICANN66. The second option involves applying the old operating principles until March 31, 2020. If this happens, the elected leadership positions are limited to 3: president, secretary and one ALAC member. The NOMCOM member is also proposed according to these rules.Choosing this option implies approving the new Rules of Procedure before March 31, 2020. This would
delay the beginning of rotation in one year.

These are the options:

OPTION 1)

a.- Use the electoral rules of the current rules of procedure (rules 12, 13, 19 and 20) to elect all the positions of leadership (president-vice-president, secretary, deputy secretary and member of ALAC) and to the election of the candidate suggested to the NOMCOM to which the new operating principles refer. The electoral process will begin at 23 UTC on May 3.

b.- If this option is chosen, LACRALO will have until the end of October 2019 to approve the new rules of procedure to give full applicability to the current Operating Principles.

OPTION 2)

a.- Approve the following transitory norm:
"The entry into force of the new LACRALO operating principles is postponed until the start of the 2020 leadership elections. In the meantime, the old operating principles of LACRALO will become valid again."

The electoral process will begin at 23 UTC on May 3.

b.- If this option is chosen, LACRALO will have until the end of March 2020 to approve the new rules of procedure to give full applicability to the New Operating Principles.

What is the option of your preference? The representatives of ALS of LACRALO have been asked to cast their vote.

The voting process will be governed by articles 12, 19 and 20 of the current Rules of Procedure.

Please note that the survey will close on Wednesday, May 1 at 23:59 UTC.

Kind Regards,
