Dear:
With all respect towards all of you
My humble point of view is the following.
There was someone who raised some doubts, objections or inconveniences that in his opinion had to be modified, corrected or clarified and that person remains in that state, even up to this moment.
On the other hand I see (now and not before I expressed myself as I expressed at the time) that there were conversations with this person and that this person was also aware of other conversations held by RdLP and the chair and secretary of Lacralo in Abu Dahbi prior to this instance.
What consequently at this moment leads me to think about the real motive of who makes these observations in the first place. I do not speak of good or bad faith, but of the possibility of an absolutely valid strategy in any organization.
Neither when I expressed myself in previous mail have I talked about incorrectness or separation or lack of procedures in the process that was carried out (I said, because in yesterday's mail from the secretary and in the last paragraph states that he was going to send new mail in order to ratify the candidacies, for which the process until it happens is suspended).
Also and returning to my sayings of the first email, I said that before the raised raised debia / should open a period of dialogue for clarification or elimination of misunderstandings (voluntary or not), because the dialogue in search of consensus is the essence of this type of organizations and that nothing was lost with 2 or 3 days to carry out these conversations and leave satisfied to all. Since it seemed to me that an objection could not be offered in response to an action in the sense of continuing the process.
By way of collaboration and until such time as it was produced, I would be taken off the list of candidates to facilitate and show that I am not only moved by a charge of none.In no way did I renounce my candidacy and I only suspended it until the dialogue made the stage clear for ALL.
So things today, after the profuse epistolary exchange produced, I think things are a little clearer at least for me, although Alex raised a very interesting point from which I have not yet seen an answer.
Notwithstanding this and the assurance that this tmb point will find satisfaction because it has much entity, I am awaiting the mail for the purpose of ratifying candidacies, which of course I will ratify and because I believe without doubt that I have much to contribute in the matter for which is being called to collaborate.

With the respect and consideration of always towards each and every one of you. I greet you with immense affection and recognition for the will that you manifest in continuing to give of your precious time and effort for a better Internet.

Carlos Dionisio Aguirre.

Dear colleagues of LACRALO, I do not understand any of the objections that A Pisanty makes on the subject in question.
In my opinion, things are transparent and clear.
We were many postulants, so that this is not elected unilaterally (as was previously done) a call is made to elections, we are reminded of the candidates and then sent to vote, now we have: postulants in career, postulants who have retired and day dates chronogram.
In no way was this transparent, on the contrary this speaks very well of a management that overlaps the willingness to run a group of participants over finger democracy.
Let's not look for hairs in the egg.
All this means that instead of moving substantially we are in minor issues constantly.
My congratulations to the team consisting of Humberto and Maritza.

Humberto,

on productivity, fulfillment of objectives and impact the ALAC Review, despite being very lenient, has spoken eloquently.

On the need for order in the processes and focus on the mission, some still remember the withdrawal of mediation almost a year ago, in which those two points are part of the core agreements looking to the future.

That this serves as a framework to evaluate and decide on the rest.

Dear Alejandro,

You were aware that in Abu Dhabi we talked with Rodrigo de la Parra and his team about what would be the best way to choose the Latin American representative to be part of this council as a result of the many expressions of interest. You asked and I informed you. I told you that we would call elections.

Another thing is that you disagree and do not like it. I respect that, of course. In any case, I disagree with the way you do your approaches.

Now, you always insist that we do not concentrate, that we do not discuss or act on substantive policies. At this point we try to contribute in the best way we can. It does not always reach the time for everything and obviously we would like the members of the region to get involved more.

I think there are also several ways to try to fulfill the mission that ICANN entrusted us with. In 2017, among other things, several events were held in different countries of the Region where substantive issues were discussed. I can name you events in Peru and in Chile (LAC-I-Road show) in the second semester. There is even a pilot experience with NIC Chile for the defense of the end users of Chile, which the CEO of ICANN wants to present himself to the Board of Directors with a possible experience to replicate in other parts of the world.

Then, it may be that our leadership does not meet your expectations. That is legitimate. However, we believe that if we have things to try to fulfill the mission of LACRALO.

Humberto,

It is very simple and has already been explained. You called on volunteers without considering or announcing how they would be selected, and once it was difficult to decide, they took the list of people as a list of candidates for an election. I also have my mail files and I can document this statement, but I do not think that we should continue doing archeology, we must move forward.

In doing so, they did not consider that some participants might not wish to compete with each other, especially with the like; they did not explicitly call with election rules, voting dates, etc.

They sat for weeks on the problem and now it's urgent to solve it. Meanwhile, the Strategy Committee has been integrated by the other regions and parties, and is already operating.

And as another side effect, which sadly is no longer unexpected, we continue without discussing or acting on substantive policies that advance without consideration of the region. Instead of defending what has been done, with more time and discussions, it would be faster, more transparent - and effective, something that should also matter - replenish the process with order and transparency, and actively promote the discussion of substantive issues. In these, the few proposals that have been made in recent months have been allowed to die due to deadlines. On which of these are we going to feed the Strategy and Implementation Committees?

José Ovidio,
It seems to me that this is not a matter of differences of opinion, nor is it about being on one side or another, it is about those who are elected as our representatives having a duty of transparency and accountability towards the rest of us. as well as order in the performances and the ability to listen to the members of our ALS, in addition to following the existing rules (and not inventing them on the fly).
Respectfully, it seems to me that your answer about "who does not like to run as president or secretary in the next elections" is what has caused many of us to distance ourselves from the RALO.
Let us remember all that it cost us to advance in our RALO, especially in the substantial issues and in the treatment of our colleagues, and let us put the focus back on that.

Fatima

Dear Members of the Community,

Regarding the questioning made to the mailing list regarding the process of the reference process, I point out the following:

Background: [ERROR: Sentence too long to translate (1694> 1000 bytes)]By mail dated January 9, 2018, an internal email was sent to the candidates to inform them - after having coordinated with ICANN staff the respective logistics - that we would be scheduling a call for January 17, 2018, so this email was informativo.Mediante mail sent today, we inform the list of LACRALO about the start of the respective election.

Precisions: As can be seen from the aforementioned background, it was decided to opt for a call for elections to provide transparency and information to the procedure for selecting the participants to the aforementioned Council.
All communications on deadlines and procedures were sent to the mailing list so that the Community is not only informed but also that they express their comments, as has occurred in the present case.
The fact of informing the candidates internally about the date and time of the call was so that they could schedule such a meeting given that the candidates, according to their trajectories, are people with multiple occupations.
Attached are the emails mentioned in the background, through which it is shown that at all times the list has been informed about the selection and the call to question questioning vote.
Although there has been a lapse of time between the emails sent, this is due to the fact that the presence and coordination with the ICANN Staff is needed so that the logistical aspects that a vote implies can be organized (suitable dates, coordination of translation, among other aspects). The foregoing has been at all times informed and coordinated with the ICANN Staff, who have always had and have the kindness to support us as quickly as possible.

In view of the foregoing, I am pleased to make public my disclaimers regarding the questioning "(...) innumerable failures of the Secretariat in this process" taking into account the background and details made on the subject, stating that although the position of Secretary It is a voluntary work, this is done with the seriousness and commitment that all work requires in an Organization.

Without prejudice to this, and in consideration of the aforementioned considerations, all candidates will be publicly questioned if they are ratified in their candidacy or not.

Regards,

Maritza

Maritza,

It is not a matter of evidence. You made a call to volunteers and you turned it into a choice without rules. The consequence is another prolonged waste of time and another distraction from substantive issues. Meanwhile, proposals for policy analysis are lost in the mists of time.

Among the elements of analysis on this call that you might consider is the possibility that two or more candidates from related organizations decided not to compete with each other. It is one of the political consequences of ignoring the necessary neatness in procedures, which can be done without complicating or prolonging them unnecessarily.

You already have half of what you consider candidates opposing the process.
What else do you need to reconsider and replace it by previously making the consultations that you needed?

And since next Monday we have monthly teleconference, I advance the question,
What substantive issues that the LACRALO representation is working on will you submit to consultation?

Alejandro Pisanty
