 I do not recall that the working group mentioned age as a 
 requirement. According to the primary draft, whatever the age of the 
 Person can join the Council, if he meets the other requirements. 


 Sometimes the age may not be determinant if the other conditions are. 
 In terms of technology the older age is not always indicative of greater 
 Knowledge or experience.
