There is no seperation between Non-government, Non-business community citizens and government/business, because government/business is made up of the citizens as well.  No Government or business worker works 24 hours a day, they transition away from their civic duty at unpredictable times.  

Rather, the definition of civil society should be inclusive of every group that exists within the perimeter of the assumed authority of that society, unless the society is in fact an oligarchy, which is immoral government with no real tangible "civil" participation by anyone except the oligarchs.  For example, it has been proven that since 1976 there has been no real change by the lower and middle class in thne United States since the Supreme Court allowed unlimited funding of elections, thereby allowing the purchase of American politicians by oligarchs.  

So, which country do we talk about when speaking about "civil society", a mythical democratic country maybe, although people in Sweden claim to have very little corruption in their government.  There is nothing civil about a country where politicans are just puppets who are bought.
