considero que el ALAC Review debe ser realizado pronto y con preguntas
sumamente incisivas acerca de la efectividad de ALAC y las distinas RALOs,
acerca de la transparencia y rendición de cuentas de las organizaciones
miembros, la eficaz representación de los usuarios de Internet, y acerca de
sus contribuciones sustantivas al desarrollo de las políticas de ICANN.

Esto es especialmente importante en LACRALO ya que no hemos podido avanzar
con las métricas para estos fines y por ello tampoco hemos avanzado en la
conceptualización de los términos referidos.

El reordenamiento de los reviews en su conjunto es un tema mayor que
debemos tratar por separado. Nuestra posición es que los reviews deben ser
más concisos y efectivos, y que se requiere alargar los ciclos y aumentar
la coordinación de los distintos tipos de reviews. Una revisión de los
beneficios, costos y consecuencias inesperadas de los reviews es
imprescindible y urgente.
