 Dev regret your disappointment. You were present at the meeting where
Alexander Pisanty introduced this motion and could have proceeded under Art.
9.1 and 9.2 of our Rules of Procedure, since we had language interpreter.
But always we proceed with inclusive, so we proceeded to the vote in
question, enabling greater participation of our ALS. 
 This is a topic that requires the broadest possible participation, is known
by all those involved in LACRALO and has been supported by all until now, no
opposition, except yours. 
 My disappointment regarding your observation, is that your
"collaboration" within LACRALO is for only criticism, and mostly
are not constructive, but that delay our action.It also prevents what we are
all asking, our guide would trigger substantive issues.
