 Alberto, 


 propose to start the study of this subject by following the principles and 
 recommendations ("roadmap") Strategy Panel's report on ICANN's Role 
 Governance in the Internet Ecosystem. In this work there is a 
 whole principle applies to both ICANN and interested parties 
 IANA (eg "Stewardship" or anteposicin of general interest to 
 particular; simplicity; subsidiarity; reciprocity and others). Also it 
 raise some general issues roadmap for ICANN 
 applicable to the transition from IANA. 


 Perhaps the best route for discussion is that the Presidency and 
 Secretariat made a breakdown of the issues of function competencies 
 LACRALO members and lead the discussion in steps.


 Some issues that should not be left to discuss are the nature of 
 agency is expected to replace the U.S. government in the supervision of 
 IANA functions and who needs to pay their costs.
