Natalia,
I would express myself fully support your proposal. He could have details that differ but I think better ajustarn starting to work and responding to needs.
A lesson that leave recent weeks is that we must decide whether the PDP (Process Development policies) that propose to develop working groups should be fully self-managed or mandatory part of the process requires the participation of the Presidency and the secrete of LACRALO.
In my opininy observing other organizations (and earlier times LACRALO) these two entities should at least convey LACRALO reach agreements, and it is very difficult to think that besides driving charge ESTN voting or consensus processes that lead to such agreements.
Everything else - organizing teleconferences, developing wikis, etc.. - Can be done by volunteers and staff of ICANN.
At the same plan to do instead of talking, I propose that we start as soon as possible at least one process as you propose, on the topic t decide or propose, and noting what we do write the first proposal of PDP in parallel to LACRALO draft resolution on the substantive issue in question.
I personally think we can do something useful on the subject of Risk Mitigation Proposal Collisions and we must advance the "new whois".
For item Collision Risk propose that we form a group of maximum 5 volunteers, of which 2 are already Natalia and me.
For the theme of "new whois" I propose that the next monthly meeting Carlton Samuels, EWG member new record, discuss the questions and comments that you have made in LACRALO. In parallel we must form the working group up to 5 volunteers between which I intend as a participant. Once the conference converge with Carlton and the organization of the group decide on ste qualcance can have.
Let's be constructive.Your proposal, Natalia, and Fatima contributions this past weekend, I find examples to follow.

Subject: Re: [lac-discuss-es] Issues open for comment ICANN At-Large
Good afternoon!
I like to contribute to the debate on the development of policies
(Policies) in and LACRALO.
I agree that we need to focus and strive more about this
tema.Creo also that the program contributes to the creation of capabilities
same and which was created for that purpose.
But all that is not enough. From my point of view, what we
missing are clear processes with pre-established deadlines with
previously. According to my knowledge and belief, there is no any kind of
LACRALO rules about this. It will be good that together we can define
some guidelines in order to act more effectively. Also missing
greater commitment from each of us.
A brainstorming mode, throw some points that I will
important to consider:
1. I think it will be more proactive, which says that each point is
strong that subjects will be interested and willing to monitor these issues
in ICANN. Besides the topics see ESTN discutiento for comments
and whether it is feasible to make a statement. It may take a survey
about what are their strengths and expertise to work in
policies and what they care about. Let each be responsible for such
subjects.
Two. Compose a clear working guidelines and simple, including
timelines, a model template of a statement, voting system, forms
to comment, etc. etc. The talk given by Olivier in the series of
training was very clear and we can help to make this guide
practice.
Three. Ralos Ask others what the best practices that have
according their experience in the development of policies.
April.Make a list of representatives of LACRALO as contact points
in other constituencies or WG, as you said Alejandro, there are members of
Whois Lacralo, GNSO, etc..
May. Create a repository of statemenes of thin on the wiki. I think the
I think Fatima page can serve as a basis.
June. Also will be interesting, for accountability, that each
have on your profile page a section ICANN which are detailed
the working groups and what were their contributions as statements in
I participate, etc..
July. Create a time line to make such statements
effective. Keep in mind to this timeline, the need for
TRANSLATION in English or Spanish, depending on the working language of the
sub-group to undertake a statement. Place the deadlines on a
calendar.
August. See how to follow up on the statements of sparse, to see
they spent if they had effect or not.
9.Perform a status report from each of the sub-groups in each
monthly call.
10. Form groups of up to 4 members pequeos by topic.
These are my ideas to start. The share acporque could not if
reach the call today, if I reach the middle or end.
So I leave this post for you to read, analyze and make their
comments.
Another question I have is: That means they are easier to use for
discussions: the mailing list or the wiki?
Regards,
Natalia Enciso
