 I have a different opinion to yours on this subject. These 
 you mentioned organizations are civil society organizations 
 (Some of them I'm not even sure what they are) not formally 
 ALSes ALAC are certified and therefore not to LACRALO. 
 ESTN traversing the certification process, but do not have an 
 completed. And this is not something that depends on us but on ALAC. 
 Therefore it does not seem to be part of the meeting in Costa Rica 
 financed by ICANN because one of the options is that after ALAC 
 not certified as ALSes. 
 They are able to participate remotely from these meetings and 
 be aware of what was discussed in Costa Rica.
 With respect to ISOC T & T, you and Tracy and go to reunin funded 
 ICANN (not sure if Tracy is funded by ICANN or the Government 
 of T & T, sorry for that), nor asque will comply with the requirement 
 ALSes to be met to participate in this gathering, that no ESTN 
 already funded by ICANN to be sb Officer or member of Working Group or 
 by sb otherwise.
