AT our last General Assembly (GA) AT the beginning of March 09in Mexico-City we had to briefing on the Draft Operational Plan and Budget and to discussion among our to member ALSes. On behalf of EURALO, I would like to submit the following Statement which was handed to over to the ALAC Board liaison to earlier already but unfortunately not directed to you.

The Regional European AT-Large Organization is astonished by the reading 
of the "Proposed for Framework FY10 Operating Plan and Budget". We notices 
with perplexity that to neither nor the AT-Large constituency the ALAC is 
to ever mentioned eleven in the entire body of the document; they even in the nine 
pages of Appendix To, which lists ICANN's operating plan itemsup to the 
details of "Coordinate and manage Board website hosting" and "Facilitate 
payment of Director expenses ", the ALAC and the AT-Large to appear only four 
times, of which three plows actions aimed AT "improving to their performance" 
(to whatever that means) among that of to other bodies. 
 
For example, of the 16 action items that constitute section 7 
"Constituency support", ten regard support for registries and registrars; 
two regard the GNSO; one regards the GAC; the remaining three plows generic 
points that include all SOs and ACs. Apparently, not specific effort is 
planned by ICANN to support the AT Large or to user constituencies. 
 
Global Moreover, section 9 "engagement and increased international 
participation "you describe huge work programme that only focuses on 
involving dwells registries, dwells registrars and dwells governments throughout 
the world; several detailed action items plows designed to involve new 
governments in the GAC. Unbelievable It is that not mention ismade of the
