Dear Sergio:
I do not believe adoption of the Amendment to Rule 4 shall take the time you
anticipate at the GA.   I draw your attention to these facts:

1) The wording of the amendment has been circulated in English and Spanish
for over 3 months on the list
2) There is a consensus from members that it is acceptable provided a more
rigorous definition of the role of the Chair/President is included.

The Secretariat has publicly - and privately - reminded Andres Piazza - who
proposed the amendment - that the role of the Chair/President MUST be fully
defined and posted to this list BEFORE Mexico City.

Failing which, he is duty bound to provide a separate companion Clause to
qualify the Chair/President which shall require a separate vote to carry the
Amendment for Chair/President.  We mean to say the Amendment to Rule 4
cannot come to vote until the role of the Chair/President is defined. The
Secretariat suspects that Andres should be keeping his commitment to post
his definition of the role of the Chair /President within the meaning of the
Amendment to this list very shortly.

So given the time this issue has been on the list for discussion, we do not
anticipate lengthy submissions from delegates at the GA but fully expect a
routine UP/DOWN vote at that time.
