[lac-discuss-en] Amending Article 4 of LACRALO Operating Principles

Dear Colleagues:

Members will recall that Andres Piazza had proposed an amendment to Article
4 that will provide for election of a permanent LACRALO President or
Chairperson. Based on the prevailing opinion on this list, this matter is
now on the agenda for the LACRALO GA at Mexico City.

As a companion to this amendment, the role for the President  or Chairperson
must be clearly defined.  What is now in the proposal is not fit to purpose.
So this means that another clause must be proposed, either as a separate
resolution or as an amendment to the one now tabled.

Given the schedule now proposed for the GA, time for debate at the GA itself
will be VERY tightly managed. I urge that this matter be addressed on the
list PRIOR to Mexico City to reduce debate time for adoption at Mexico City.


Please remember that any agenda item proposed for the GA must be introduced
to this list FIRST and adopted to the GA agenda by consensus.  The Agenda
for the GA is scheduled to be settled by January 31, 2009.
