[EURO-Discuss] Important SECOND ANNOUNCEMENT : EURALO General Assembly 2019 (Virtual) to be held 26 Nov at the IGF 2019 Berlin

Dear EURALO members,

On behalf of EURALO Chair, Sébastien Bachollet and Secretariat, Natalia Filina, in accordance with EURALO’s NEW ARTICLES OF ASSOCIATION<https://community.icann.org/display/EURALO/FINAL+DRAFT+EURALO+Articles+of+Association+2019>  this is the second announcement of the EURALO General Assembly 2019 (Virtual) to be held at the IGF 2019 in Berlin, Germany on Tuesday 26th November 2019 between 17:00 - 18:30 pm local time in the conference centre's meeting room ESTREL 3.

The Agenda has been posted in the EURALO General Assembly 2019 wiki page<https://community.icann.org/display/EURALO/EURALO+General+Assembly+2019+Agenda>. Please be so kind to review the Agenda and documents to be posted and be prepared to participate!

Important! Please complete the Google Surveys below indicating if you are planning to attend the General Assembly meeting in person:

At this stage you have three options:

1. attend the General Assembly (GA) in person: please indicate this on the Google Survey.
2. attend the General Assembly remotely: instructions for attending in this way are included below in this email.
3. do not attend the General Assembly: in which case you can nominate a PROXY (document attached) to represent you. A proxy will need to attend the General Assembly either in person, or remotely.

It is really important that you take action for one of these three options above, as it is important that the General Assembly achieves quorum!

In order to nominate a proxy, send your proxy document by email with the subject line PROXY EURALO GA 2019 to EURALO’s Chair at sebastien at bachollet.com<mailto:sebastien at bachollet.com>,  Secretariat at filinafilka at gmail.com<mailto:filinafilka at gmail.com> and At-Large staff at staff at atlarge.icann.org<mailto:staff at atlarge.icann.org> appointing the proxy;

Kindly note that according to the new EURALO Articles of Association, Proxies may only validly be appointed by a notice in writing (a “proxy notice”) which:

a.      states the name and address of the Member appointing the proxy;
b.      identifies the person appointed to be that Member’s proxy and the General Assembly in relation to which that person is appointed;
c.       is signed by or on behalf of the Member appointing the proxy, or is authenticated in such manner as the Board may determine; and is delivered to the General Assembly in accordance with the articles and any instructions contained in the notice of the General Assembly to which they relate.

As per practice in past General Assemblies, there will be a maximum of two proxies possible per member present at the GA and staff will inform you if a nominated proxy has exceeded their vote allocation and suggest alternatives.

At-Large staff will follow up with calendar invites with  Remote Participation information (included below) so you can participate remotely.
