I would endorse Christoper's suggestion re source of representative.  The
academics associated with RENs would have an acute interest in the Internet
space.

It would not be too much of a struggle to identify them; there are
compendiums published by both TERENA and CLARA with very good information ob
subject.

And yes, I would be concerned that if you make the attribute set for
possible candidates so broad, it might become way too generic.
