Just my 2c.
There might be a distinction between the control of the sale price and the ceiling to the price increase in subsequent years.
We had already this discussion, and ICANN has set price increase limits for .com, .org, .net as a prerequisite condition for the re-delegation of those TLDs. There is absolutely no difference whether the registrant is locked-in in a .com domain or in a new gTLD.

Plus the essential question remains: is it in ICANN's mandate to control domain name pricing?
