Dear Manuel,

Clear that "If no candidate receives an absolute majority a run-off
election shall take place between the two candidates with the greatest
number of votes."

That is common bylaw practice, at least in Europe. But that doesn't mean
that you change the voting SYSTEM.

There is no legitimacy for that.
