I don't understand the rational for that. There are 2 seats we vote for 2
seats.
And the rank will be established by the number of votes by candidates.

The 'new' way is actually what was decided in Lisbon - I had
mistakenly thought that this was changed on the last telecon, but that
wasn't correct.
