[Euro-board] Proposed text for announcing EURALO General Assembly in Berlin - please review

Dear Roberto,

yes, the agenda will need to be frozen at close of business day on Nov
4th so as to be able to email it out to EURALO members on November 5, as
per our new Rules of Procedure. That is why I am asking for your express
feedback. :-)
