[At-Large] Issues regarding the Lack of Accountability and Transparency in LACRALO

Please find attached a statement by several At-Large Structures on the
issues regarding lack of Accountability and Transparency in LACRALO
which makes some suggestions on the way forward.

This statement was sent during the ICANN54 Dublin meeting in October
2015 to the regional GSE, Staff, the ALAC chair, the Ombudsman and the
ICANN Board member selected by At-Large"

It is being made public now before the ICANN Marrakech meeting in
order to ensure that the FACTS are made known in advance of any
discussions in Marrakesh, and so that no misrepresentation occurs.
