Dear Fouad,
Thank you for your note. The announcement was sent to all APRALO members, and as it was noted, the positions are open. So, everyone can nominate/self-nominate themselves.
My e-mail was stating that current incumbents are ready to serve another term, but nominations are more than welcomed.
I think this is the most open and transparent way of opening the pool for nominations.
