[ALAC] At-Large Travel Fresh Start

Greetings

I think we may like to do a comparison of best practices from other
organizations that have sponsored travel slots ie. IETF, ISOC, IEEE, NDIA,
etc to see how they broach the issue of inclusion and stimulation of
newcomer participation.  At the end of the day, any policy needs to connect
to the desired metrics.  If you sacrifice a 'seasoned veteran' over a new
person than we may  not achieve our expected results.   Another  issue is
the cultivation of  ICANN fellows or NexGen that have 'skin in the game"
most of the fellows get a fellowship and then disappear,  perhaps we need
to tap this resource, especially those that policy skills.  In the case of
ISOC  we changed the fellowship to a Mid Career Fellowship which provided
substantial more support with tangible benefits to ISOC.
