Please find below the notes of Day 2 of the (non-LA) SOAC Chairs meeting
held on 27 April. This session was about ICANN74. We were waiting for Day 1
discussion notes as well but these have not yet arrived.

Accompanying these notes was a pdf of the ppt presentation which was used
to explain Org plans for ICANN74. It is 7.1MB. Let me know if you'd like to
receive a file of that size (on your mobile phone, for many of you)
entitled ...

Dear SOAC Chairs,



Please find attached, for your reference and distribution to your members,
the slides that Sally Costerton, David Olive, Nick Tommaso, Tanzanica King
and I presented during the April Roundtable session on the future of ICANN
meetings. You’ll recall that we discussed a number of topics, building on
our colleagues Giovanni’s and Negar’s presentation on next steps in
implementing work on the project to enhance the effectiveness of ICANN’s
multi-stakeholder model. In particular, and in addition to reviewing what
you can expect for the ICANN74 meeting experience, we provided you with
some information and statistics on the Fellowship and NextGen programs and
current community participation levels, to foster a discussion on the
following topics:

   - Renewing & Maintaining Community Interest in Policy Participation
   - Ensuring Continued Informed Participation
   - Reducing the Learning Curve for Newcomers



As noted during the meeting, when reviewing Slides 9-29 of the attached
deck, please bear the following caveats and limitations in mind:

   - The data presented is a very preliminary analysis of only a few
   specific measures relating to membership, certain forms of participation,
   and selected outcomes of policy development and advice work across the
   three Supporting Organizations and four Advisory Committees;
   - There is a need to distinguish between “attending” an ICANN Public
   Meeting or other ICANN-organized event (whether in-person or virtual),
   joining a SOAC group as a “member”, and “participating” in ICANN policy
   making work.
   - While the common goal is to facilitate active, informed and continuous
   “participation” in ICANN policy development and advice work, we do not yet
   have uniform and robust definitions and metrics for this goal. We are also
   not currently able to distinguish easily between individual and
   organizational members in the SOACs.
   - At the moment, much of the data we can collate is drawn from various
   sources, not necessarily collected or reported in a uniform format, and
   involves substantial manual work. We continue to work on developing a more
   uniform, integrated platform for collecting, tracking and reporting on
   membership and participation – in time, we hope that this will greatly
   reduce the manual nature of the current, more limited data gathering and
   allow for more accurate and timely dashboard preparations and reporting.



Please let me know if you or your community members have questions about
the data presented, or our methodology. As I mentioned during the session,
the Strategic Policy Management team and our other Policy Development
Support colleagues will be happy to meet with you and your groups to review
the data and collect your feedback.



Finally, please also note Slides 31-37, which summarize what we are
currently envisioning as likely to be the arrangements in place for
ICANN74. In particular, you may wish to draw your members’ attention to
Slide 31 (requirements for entry into the physical venue and health and
safety matters), 33 (how we are striving to equalize the in-person and
remote experience as much as possible), and 35 (the reality and impact of
social distancing on room capacities).
