[ALAC] Nomination for ALAC Chair

AK, there is no doubt that there are good people 
in all regions, and that optimally, we should see leaders from all.

As others have pointed out, there are many 
considerations that lead to who will be the ALAC 
Chair.  When out current Rules of Procedure were 
drafted, there was indeed discussion about 
rotation or other constraints that would lead to 
the kind of balance that you refer to.

However, the real world does not make that easy. 
There have been 7 ALAC Chairs since the inception 
of the At-Large Community (if you are curious, 
AP: 2, LAC: 1, NA: 1, EU:3, with two of them serving for very short periods).

I was not present for the selection of the first 
2 chairs, but I can say for certain that there 
was no contention for the last 5 (and in one 
case, the position was only accepted reluctantly).

The reason is not complicated. For someone to 
take on this role, they must have a good 
understanding of ALAC, At-Large and ICANN, have 
sufficient time and energy to take on the role, 
and be willing to do this for several years.

Hopefully the first criteria is understood - to 
lead the group, you need to understand it and its environment.

The time and energy requirement is because this 
is a BIG job. Both I an Maureen have worked hard 
(in different ways) to reduce the amount of time 
and effort involved. But it is still, at best, a 
full time job if not more. There are not many 
people who are in a position to make such a commitment.

The last requirement, to commit to this for 
several years is that this job has a steep 
learning curve. Moreover, if you take it on, you 
likely have some specific goals in mind and these 
rarely can be accomplished in a year or two. 
Since the start of the full ALAC (once RALOs were 
created) each chair has served for three or four 
years. Three is a reasonable length of time to 
accomplish meaningful change, and four is (in my 
opinion) about as much as any one person can 
stand before wanting to get on with the rest of their life!

So the question arises, at the time that a chair 
vacancy occurs, how many people (which a 
reasonable chance of continuing to be on the 
ALAC) can actually meet all of those criteria.

I am grateful that at each nexus point, we have 
managed to find one candidate! Perhaps at some 
point in the future, we might have two. But even 
if that happens, there is no guarantee that the 
candidates will be from the desired regions.

So, is it a goal - certainly. And we should 
select people for the ALAC with an eye to them 
potentially being a future Chair (knowing that 
there is probably a new one only every 3-4 years).

One last comment. Despite the region of origin, I 
have NEVER seen nor heard of an ALAC Chair (and I 
believe that this includes me) take any action 
(blatant or subtle) which favours their region of 
origin. In fact, I have seen the opposite - a 
Chair NOT participating in some regional event 
because they did not want to give an impression of "favouring" them.
