[ALAC] Nomination for ALAC Chair

This is quite interesting discussion. And I tend to agree with you bth ALAN and Abdul. The wish list is to have it rotating… the reality list is to at least get one good candidate. Inside NomCom we try to select each ALAC regional candidate with the profile (the best we can facing the pool of candidates we have in hand each time) that will allow the person to be chair.
 From each RALO reality may be different … in our region LAC for instance, since we have a rotation among our 4 region  and each region has a different quantity of members with different experiences, besides some other conditionings for particular individuals that,  at some point,  we may have not so many good choices to select. This may occur with other RALOS too, hence we may not have the best qualified person in a rotating process , at some point is time to take the lead…
 So we need to be open to have the best candidate presented to the election and willing to accept the burden …

 Thanks for the breakdown. As we all now understand the demand, I think it is now for RALOs, especially the RALO that has never produced a chair to ensure that they build the necessary capacity around the right set of people while also having a long-term plan. I hope after this is done we would all support the right person.

Also, I believe that it is also possible to reduce the workload on chairs. It is not realistic for it to be a full-time role in practice while it is not the same on paper. One way is to redistribute the workload among ALAC members. I think this is doable if we ensure there is trust and understanding.  I honestly think AFRALO should have produced the ALAC chair some years back if there was a better understanding within the community.

On your last comment. yes, that might be the case. My reason for having the position rotated is to ensure that everyone feels wanted within the community. It is also a useful way to mentor others. We have seen around the world now that once a group especially groups considered as the minority is able to cross a barrier it encourages and shows others from that group that it is achievable and they only need to get it right.

As others have pointed out, there are many considerations that lead to who will be the ALAC Chair.  When out current Rules of Procedure were drafted, there was indeed discussion about rotation or other constraints that would lead to the kind of balance that you refer to.

However, the real world does not make that easy. There have been 7 ALAC Chairs since the inception of the At-Large Community (if you are curious, AP: 2, LAC: 1, NA: 1, EU:3, with two of them serving for very short periods).

I was not present for the selection of the first 2 chairs, but I can say for certain that there was no contention for the last 5 (and in one case, the position was only accepted reluctantly).

The reason is not complicated. For someone to take on this role, they must have a good understanding of ALAC, At-Large and ICANN, have sufficient time and energy to take on the role, and be willing to do this for several years.

Hopefully the first criteria is understood - to lead the group, you need to understand it and its environment.

The time and energy requirement is because this is a BIG job. Both I an Maureen have worked hard (in different ways) to reduce the amount of time and effort involved. But it is still, at best, a full time job if not more. There are not many people who are in a position to make such a commitment.

The last requirement, to commit to this for several years is that this job has a steep learning curve. Moreover, if you take it on, you likely have some specific goals in mind and these rarely can be accomplished in a year or two. Since the start of the full ALAC (once RALOs were created) each chair has served for three or four years. Three is a reasonable length of time to accomplish meaningful change, and four is (in my opinion) about as much as any one person can stand before wanting to get on with the rest of their life!

So the question arises, at the time that a chair vacancy occurs, how many people (which a reasonable chance of continuing to be on the ALAC) can actually meet all of those criteria.

I am grateful that at each nexus point, we have managed to find one candidate! Perhaps at some point in the future, we might have two. But even if that happens, there is no guarantee that the candidates will be from the desired regions.

So, is it a goal - certainly. And we should select people for the ALAC with an eye to them potentially being a future Chair (knowing that there is probably a new one only every 3-4 years).

One last comment. Despite the region of origin, I have NEVER seen nor heard of an ALAC Chair (and I believe that this includes me) take any action (blatant or subtle) which favours their region of origin. In fact, I have seen the opposite - a Chair NOT participating in some regional event because they did not want to give an impression of "favouring" them.
