[ALAC] Nominations for the ALT

When I was on ALAC the ALT do not take decisions but rather supports the
chair, there may have been a few occurrences but certainly not defacto,
perhaps things has changed in recent time.

I definitely agree with Carlos that a decision making ALT will be counter
productive and not inline with the RoP if it were so

That said, I see current Chair will still be close to the incoming Chair
which is good for transition as incoming Chair hasn't been within At-Large
for a long time.

Congratulations in advance to the new members of the ALT as proposed.
