If there is anyone who wishes to volunteer for the understudy positions, in
response to or despite my recommendations, they are more than entitled to
However, because of the special nature of the liaison positions, and the
particular character of the persons required by the other organisations,
not everyone who volunteers might be considered suitable either by the ALAC
or by the receiving organisation, even as an understudy.
The current position holders already have the trust of the organisations to
which they are assigned and therefore I have charged them to seek people
that they feel would best represent the At-Large perspective within another
ICANN organisation with integrity and respect. I think that they are the
best fit to make a recommendation to me and to the ALAC.
I was in such a position having been the At-Large Liaison to the ccNSO for
5 years, one before I was appointed to the ALAC, and I made the
recommendation to the ALAC of my successor. And, Barrack has done a great
job serving both At-Large and the ccNSO. The other Liaisons have also
proved their worth in their assigned organisations.
Nevertheless, at this particular point in time, it is up to the ALAC to
make the final decision to accept my final recommendation or not. The vote
will be out soon.
I hope this helps.

>> Dear ALAC members
>> The last task we need to address before the end of the ICANN year is to
>> select our Liaisons to other ICANN groups for 2021.
>> Our Rules allow us to reappoint Liaisons without a new call for
>> volunteers if we believe that the incumbent is doing a good job and that
>> the ALAC is well served by their continuing in that role.
>> The current Liaisons along with their first appointment dates are:
>> - GAC: Yrjö Länsipuro (June 2016)
>> - GNSO: Cheryl Langdon-Orr (November 2016)
>> - ccNSO: Barrack Otieno (March 2018)
>> - SSAC: Andrei Kolenikov (March 2018)
>> *Andrei* has only been in the position for 2 years. I have been
>> satisfied with his regular liaising with the ALAC and keeping us informed
>> of any communications from SSAC. I am happy that he continues in this role,
>> and given the complexity of replacing him (any replacement must be a
>> full SSAC member), *my recommendation is to reappoint Andrei.*
>> *Barrack* is in a similar position, he has had the role for 2 years and
>> has provided excellent reports as well as raised ccNSO matters and issues
>> that were of importance to end-users at various times. He has close
>> connection with both At-Large (he is a member of two ALSes - one as a
>> founder) and the ccNSO through his work. So he is suitably placed for a
>> while longer, and he will look for an understudy with ccNSO connections to
>> pass the baton on for 2022 or longer depending on the chance of finding a
>> suitable person who is also acceptable to the ccNSO.* I would recommend
>> that we reappoint Barrack.*
>> *Cheryl* is actively working with potential capable replacements, and I
>> believe that we are best served in reappointing Cheryl with the intent of
>> having a new GNSO Liaison in 2022. She will have both Justine and Hadia as
>> understudies during 2021. *I would recommend that Cheryl remains in the
>> role as GNSO Liaison until the end of the AGM2021,* by which time the ALAC
>> should have a good option for her replacement.
>> That leaves the GAC.I have spoken to *Yrj**ö *and he understands the
>> need to find a new Liaison to the GAC as soon as possible, but he also
>> notes that the GAC is now in the process of replacing its Liaison to us, so
>> that we should probably have some overlap for continuity. Any replacement
>> of Yrjö will need to get some agreement from the GAC executive and to
>> ensure that his successor has a background in the Government sector and
>> that there is some familiarity with the protocols of the GAC. Yrjö is
>> still looking for a suitable replacement to understudy in the role. *I
>> recommend that Y**rjö **remains in the role until he does find a
>> suitable replacement*, preferably prior to the AGM2021.
>> Therefore, *I am recommending that at this **point, that the ALAC
>> reappoint all four Liaisons with the understanding that by this time next
>> year we should either already have or can appoint new Liaisons to the GNSO
>> and GAC.*
>> I will initiate a vote of the ALAC on this recommendation tomorrow.
