Hello all,

Indeed using "oversees" this could imply a matter of top down authority 
towards the community, which it does not have.
In using "represents the interests", it goes further than "acts in the 
best interests", but it also opens the door to criticism that there are 
no procedures in place to ask every Internet user what they think, so it 
further exacerbates the issue of legitimacy. Thus I would support "acts 
in the best interests"
